Prior to that, he was Chief Operating Officer of NetIQ, a leading supplier of security and system management and web analytics software, where he was responsible for all revenue, customer and partner related activities. As part of the co-founding team at NetIQ, he played an instrumental role in leading the company through an extended period of rapid growth from initial product launch in 1996 to IPO in 1999 (NTIQ) and ultimately $300 million in annual revenues in 2003. Prior to NetIQ, Winokur has held executive positions in sales and business development at several enterprise software companies, including Frame Technology (now Adobe), Documentum (now EMC) and Ingres. Winokur received a BS in Business Administration and Marketing from the University of Illinois at Champaign-Urbana, and is a frequent guest lecturer, mentor and advisor at both the University of Illinois and Stanford University.

He sits on the Board of Directors for the National Association of Manufacturers (NAM), SmartOps Corporation, a leading provider of enterprise supply chain optimization software and the Information Technology Association of America. In March, 2006, Lange was appointed to sit on the Board of Directors for the Midtown Educational Foundation. MEF serves disadvantaged children in Chicago's inner-city based in its mission to establish and support programs and institutions that promote the educational and personal development of inner city youth. Lange earned a Bachelor of Science degree in General Business from Michigan State University. Married with three children, he resides in Oak Park, Illinois.

In 1993, he was promoted to oversee sales across the United States and Canada as North America sales manager for Intel's Reseller Channel Operation. He was promoted to general manager for RCO in 1997 and was appointed vice president in 2000. Prior to joining Intel, Kilroy held sales and channel management positions with Burroughs Corporation and Wang Laboratories. He received his bachelor's degree in business administration from Western Illinois University in 1979.
